your picture caught my attention. I am a Chinese, Im not an expert in this area, u can still take some of my opinions into your consideration though.

"The 1st seems to be chi(4) "imperial order"..."
I cant see that 1st character, it seems so rusty and the high light totally blocked the vision. If that is "Chi", IMO that means your sword was given to a high-ranking officer as a symbol of an order from emperor himself and the decoration of it should be very beautiful and royal.

The 2nd, wrapped in "gate", there're too many characters wrapped in this kinda "gate", but in your situation, it could be "Feng"(phoenix) or "Shou"(Age,Life,birthday), u know, something that could relate to a royal concept.

The 3rd, yeh thaz "Long"(dragon), even a 3-year-old Chinese kid can tell this character, cant be wrong.

The 4th "Chun"(spring), No I dont think so, if it is "Chun", this kinda writing style called Oracle, it dates back to as far as 4800 years ago and could only be found on animal bones. Qing Dynasty was only few hundreds of years ago. so no way that is a "Chun" IMO. more like a "Xi"(tie,fasten,related,involve) to me, but it does not make any sense here.
